HÀ NỘI — The Ministry of Science and Technology is currently soliciting public feedback on a draft circular outlining the content and procedures for approving the planning of telecommunications number resources and Internet assets.
According to the draft, this plan is defined as a specialised technical blueprint aimed at organising and allocating operational space for telecom resources such as numbering codes and Internet assets.
The plan details the structure, length, designation and technical features of each type of resource, ensuring compatibility with international frameworks and functionality within telecommunications networks.
Specifically, the telecom number resource planning includes international and national numbering structures, service codes and numbers, technical routing codes and numbers, emergency and shared-use service numbers, and codes and numbers for public interest, national defence and security purposes.
Meanwhile, the Internet resource planning will encompass the national domain '.vn', IP addresses and network identifiers.
The planning process starts with drafting a task document based on socio-economic conditions, resources, and sector goals. This document outlines the legal basis, objectives, scope, methods, timeline and responsibilities, and is submitted for approval by the Minister or Vice Minister.
An Appraisal Council, led by the approving official, is then formed to review the plan, including representatives from relevant departments, local authorities, and possibly telecom firms or experts. The Council dissolves once the appraisal is complete.
