HÀ NỘI — Prime Minister Phạm Minh Chính has asked ministries, sectors and localities to meet the target of reducing the time to resolve administrative procedures for enterprises by at least 30 per cent this month, addressing delays to improve business conditions.

Chính signed Official Dispatch 127/CĐ-TTg on Monday, asking all relevant bodies to focus on completing the streamlining and simplification of administrative procedures and business conditions in accordance with the tasks assigned under Government Resolution 66/NQ-CP.

Under Resolution 66 and its programme for streamlining and simplifying administrative procedures related to production and business activities, as well as directives from the Prime Minister, as of August 1, ministries and agencies had reduced 115 administrative procedures and 118 business conditions and simplified 691 administrative procedures.

Several ministries have issued or submitted streamlining proposals to the PM for approval.

Localities have also combined the simplification of procedures with administrative unit restructuring and implementation of the two-tier government model.

In July alone, 3.4 million applications were received and processed in 34 provinces and cities.

However, progress and results remain limited. Six ministries have yet to submit streamlining proposals as required.

Some ministries are unlikely to meet the minimum 30 per cent reduction target.

Information systems and databases in many areas have been slow to be upgraded and are not yet fully connected.

Other issues include inconsistent local implementation of administrative procedures; a lack of skilled workers; inadequate infrastructure; delayed issuance of digital signatures and seals; and ineffective communication and support for people and businesses.

PM Chính has ordered the ministries of Science and Technology, Education and Training, Construction, National Defence, Home Affairs, Justice, Finance, Health, and Foreign Affairs, as well as the State Bank of Vietnam, to urgently complete and submit streamlining and simplification proposals for administrative procedures and business conditions for his approval.

Proposals must ensure a minimum 30 per cent reduction in processing time, compliance costs, and business conditions, in line with Resolution 66, and must be completed no later than August 15.

The PM also asked that eight ministries — Public Security, Education and Training, Construction, Science and Technology, Agriculture and Environment, Finance, Culture, Sports and Tourism, and Health — update and publish the results of streamlining and cost reduction measures on the National Database on Administrative Procedures by August 10 at the latest.

Provincial and municipal People’s Committees are instructed to review and complete mechanisms, policies and administrative procedures within their jurisdiction to ensure consistency across administrative units after restructuring. They must approve and implement provincial-level administrative procedure streamlining plans by August 30.

Chính said that administrative procedures must be smooth, effective and uninterrupted.

Ministries and sectors must announce their decentralised procedures, especially in the areas of import and export, and investment.

They must also review and amend inappropriate regulations and issue new guidelines following administrative restructuring by August 30. The development and integration of data systems should be accelerated, and system errors must be resolved by August 15.

Provincial and municipal authorities are also required to upgrade their administrative procedure information systems to ensure digitisation and data integration, independent of administrative boundaries, by August 30. They must also adjust procedures and allocate sufficient personnel and infrastructure to ensure seamless administrative procedure resolution by August 15. — VNS
