HÀ NỘI — The US Department of Commerce (DOC) has issued its preliminary results of the anti-dumping duty review of certain frozen warmwater shrimp imported from Việt Nam in the 20th period of administrative review (POR20) from February 1, 2024, through January 31, 2025.
According to Việt Nam’s Trade Remedies Authority under the Ministry of Industry and Trade, 29 Vietnamese exporters applied for separate duty rates during this review period and were approved by the DOC. Among them, two companies were selected as mandatory respondents for detailed examination.
The preliminary determination showed that the two mandatory respondents were assigned anti-dumping duty rates of 6.76 per cent and 10.76 per cent, respectively.
The remaining 27 companies were assigned a separate rate of 7.56 per cent, equivalent to the weighted average rate applied to the two mandatory respondents.
In addition, the DOC intends to rescind the review for eight companies after determining that they had no reviewable shipments during this period.
Meanwhile, 132 companies that did not qualify for separate-rate status will continue to be subject to the nationwide anti-dumping duty rate of 25.76 per cent.
Under US regulations, interested parties may submit comments to the DOC within 21 days from the date the notice is published in the Federal Register, with rebuttal submissions due within five days thereafter. Companies may also request a hearing within 30 days of the publication date.
The DOC is expected to issue its final determination for this review in around November 2026, within 120 days from the release of the preliminary findings.
To minimise risks and improve the likelihood of a more favourable outcome in the final stage of the review, the Trade Remedies Authority has advised the Vietnam Association of Seafood Exporters and Producers (VASEP) and relevant exporters to continue fully cooperating with the DOC throughout the process in order to avoid being deemed non-cooperative and subjected to adverse duty rates.
Shrimp remains one of Việt Nam’s key export products to the US market.
According to VASEP data, Việt Nam’s shrimp exports to the United States reached nearly US$800 million in 2025, up 5.4 per cent year-on-year and accounting for 17.2 per cent of the country’s total shrimp export value.
However, in the first quarter of 2026, shrimp exports to the US fell to approximately $95 million, down nearly 30 per cent compared with the same period in 2025. — BIZHUB/VNS
