Vietnamese manufacturers are accused of dumping their products with a margin of 19.59 per cent.

HÀ NỘI — The Eurasian Economic Union (EAEU) has launched an anti-dumping investigation into truck tyres imported from Việt Nam and Thailand.
Among the allegations, Vietnamese manufacturers are accused of dumping their products with a margin of 19.59 per cent.
The Trade Remedies Authority of Vietnam under the Ministry of Industry and Trade reported that the Department for Internal Market Defence, the trade defence investigation authority of the EAEU, had initiated an anti-dumping investigation into truck tyres imported from Thailand and Việt Nam into the market on November 7.
The products under investigation are tyres used for various vehicles operating on different axles, including freight cars, buses, electric vehicles, dump trucks, trailers and semi-trailers. These are rubber pneumatic tyres, with rim diameters ranging from 17.5 to 24.5 inches. The products are classified under HS codes 4011.20.100.0 and 4011.20.900.0.
According to the investigation notice, the volume of goods imported from Thailand and Việt Nam into the EAEU increased by 2.6 times from 2022 to 2024, and the share of this product group in total market consumption also increased by 2.4 times.
During the same period, the ratio of the import volumes from Thailand and Việt Nam compared to the production volume of goods within the EAEU have risen 2.8 times.
The complainants allege that, in the context of rising imports from Thailand and Việt Nam, with the average price of imported goods lower than the average price of domestically produced goods in the EAEU (except for 2023), the production, economic and financial indicators of the EAEU's internal industry have declined during both periods (2022-2024 and April 2024-March 2025).
The notice also indicates that the truck tyre production in Thailand and Việt Nam is mainly for export, while the total production capacity of these two countries far exceeds the demand of the EAEU market.
The notice further alleges that tyre manufacturers are planning to introduce new production capacities of up to 1.4 million units, significantly increasing their export capacity.
The alleged dumping margins are 24.17 per cent for Thailand and 19.59 per cent for Việt Nam.
Deadline to register as an interested party is 25 days from the investigation initiation date. Deadline to request public hearings is 45 days from the investigation start date.
Deadline to comment on the case is 60 days from the investigation start date.
The Department for Internal Market Defence will accept opinions and information related to the investigation from concerned parties.
In response to this trade defence measure, the Trade Remedies Authority of Vietnam advises associations to promptly notify businesses involved in the alleged products to take swift action and handle the case, and to encourage businesses to participate in the investigation to avoid being deemed uncooperative.
Furthermore, associations should identify the companies with the highest export volumes during the investigation period (from July 1 last year to June 30 this year) to predict which companies will be selected as mandatory defendants.
Businesses involved in manufacturing and exporting the affected products need to urgently register as interested parties according to the guidelines and provide the required information (sample selection procedure) within 25 days (by December 2) from the investigation start date, as requested by the EAEU.
Failure to respond within this period will be considered non-cooperation and result in higher unfavourable duties. — VNS
