HÀ NỘI — Passenger cars and two-wheeled motorcycles and mopeds are required to display energy efficiency labels starting from January 1, according to a new circular recently issued by the Ministry of Construction.
Circular 69/2025/TT-BXD applies to manufacturers, importers, distributors and traders of vehicles, including those operating on e-commerce platforms, and laboratories conducting vehicle energy consumption testing.
It does not apply to vehicles produced, assembled or imported under the management of the Ministry of National Defence or the Ministry of Public Security, nor to vehicles temporarily imported for re-export, transiting or transshipped, or those belonging to diplomatic and consular missions.
The energy consumption level printed on the label must be consistent with the results stated in the official energy consumption test report. Importers and manufacturers are responsible for printing energy labels in accordance with the prescribed template and affixing them to vehicles.
For vehicles equipped with fixed side windows or rear windshields, the energy label must be affixed on the inside at one of these positions, ensuring it is clearly visible from outside the vehicle. In cases where vehicles do not have such windows, or where internal placement makes observation difficult, the label may be affixed externally at a clearly visible location. — VNS
